I would like to develop an app (or website I need to figure which or more appropriate by talking to someone who knows the ins and outs) that creates a simple login and an hours tracking system. I’d like to use it to track volunteer hours within different organizations and give business owners access to the records. The idea is to use discounts on products and increased wages as incentives to get people to break into their first volunteering experience and stick with it.

It is possible to do both things – app and website, but I think, first it is better to develop website and test how it would be accepted. Advantages of this approach:
1. website seems to many people easier to work with than installing a lot of apps: apps require usually more steps to do: apps require installation, occupy some space, etc. Website you just open in browser and here it is.
2. website will have bigger audience, which can be useful to test idea: audience of website = iOS holders + Android holders + smarthphoneless people, while app audience is always limited to holders of phones of specific platform.
I could help you with both – app (Android) and web, but for it seems more logically to start with website. Remember, not always apps are more convenient than websites. There is a lot of great websites with absolutely terrible mobile apps. For example, Italki.
