I like to realize this project in the way Drakeling Labs does with Operation: Harsh Doorstop.
They are a bunch of 1000+ developers, collaborating for the cause and are even supported by AAA studios for free.

I ask you for help and support with your coding/development skills, because it’s the first project of its kind and it’s massive.
But no worries, there is a roadmap and the whole platform is split into convenient junks.
